Most payment calculators use one state-level tax rate and a placeholder for fees. The combined rate in Chandler, AZ is 7.8%; in Phoenix it is 9.1%; in Los Angeles it is 9.75%. On a $50,000 car that spread is $650 to $975 of tax alone, and it changes the monthly payment.
Out-of-state buyers get it wrong in the other direction. A car shipped out of Arizona by the dealer is not taxed in Arizona at all (A.R.S. 42-5061); you pay your home state when you register.
